總統川普在聯邦政府關門第2天表示，若政府關閉僵局持續，共和黨應考慮在參議院內動用所謂的「核選項」（Nuclear Option）。

「核選項」指的是修改投票規則，將通過議案的60票絕對多數門檻變成簡單多數，也就是只要過半數51票就可通過議案。
