所谓诽谤是以虚假的事实损害他人的名誉。根据联邦法官的总结，李永控告医生的依据是，在医生写的一个报告中，存在虚假事实造成对其名誉的损害。医生被控诽谤的报告内容如下：
1） During this time, the employee recalled suffering from homesickness, anxiety symptoms, and severe sleep disruption.
